What an IP lookup can — and cannot — tell you
Every public IP address is registered to an organization, usually an internet service provider or a hosting company. A lookup reveals that registration: the network's operator, its autonomous system number (ASN), and the geographic area where the range is registered. This is how websites estimate your location for language, pricing and fraud checks.
What a lookup cannot do is identify a person. The final link between an IP address and a subscriber exists only in the ISP's internal records. If you are investigating abuse from an IP, the right step is to contact the network's abuse address, which is published in the WHOIS record of the ASN shown above.
